It won't let me download the Java software because of my internet settings.
You shouldn't have to - java.com's download links install java software downloadsstraight to a normal downloadable file, which can be downloaded easily from ANY computer with internet access.
You might winstall java software downloadsant to check your antivirus software's settings if you're not even able to download EXE files though.
